West Sullivan Wastewater System Development


The Village of West Sullivan currently does not have an adequate centralized wastewater collection and treatment system. Wastewater treatment is accomplished via onsite methods, which predominantly consist of septic tanks which discharge to leach fields. Through Regional Office of Environmental Health and Missouri Department of Natural Resources inspections, existing facilities have been deemed inadequate and in violation of state statutes and regulations. Furthermore, these inspections have identified a potential for groundwater contamination caused by the aforementioned on-site systems. In an effort to eliminate the wastewater discharges and minimize the potential for contamination of the environment, the Village of West Sullivan is pursuing the implementation of a centralized wastewater collection and treatment system so as to eliminate the potentially negative impacts of wastewater discharges on the environment and public welfare.

CM Archer has been called upon to design a wastewater collection system in accordance with MDNR rules, to capture all untreated domestic wastewater discharges and convey them to a centralized location. Because of the general topography of the area, the wastewater must then be pumped to a wastewater treatment facility for treatment. The treatment alternative must address either the contracting with other municipalities to treat wastewater, or the development of a city owned and operated wastewater treatment plant.

The primary area to which sanitary sewer service will be provided, is located north of Interstate 44, between the City of Sullivan and the Town of St. Cloud. Residential and commercial land uses are currently present in the proposed service area.

Archer is assisting the client to pursue the implementation of the proposed sanitary sewer system improvements, with the help of state and federal funding agencies.
