St. Robert Water System
With the large influx of commercial and residential development that has and continues to accompany the BRAC 95 move to Fort Leonard Wood, the City of St. Robert has been faced with very interesting challenges with its infrastructure. One of the major concerns is the adequacy of the City's water system. A full engineering report of the city's facilities was performed in 2000, evaluating the adequacy of their water supply, storage, and distribution facilities. Due to elevation differences, the City currently operates in two separate systems. The entire system was modeled on PIPE 2000 and evaluated for adequacy and growth potential.
The City's Comprehensive Plan was followed for anticipated land use and the corresponding water usage. Numerous scenarios were modeled, evaluating each for technical competence and cost effectiveness. A water rate analysis was performed and a new rate structure was developed to fund the recommended five-year improvement plan. Several public hearings were held to inform the public of the needs of the water system and the associated costs. The public involvement was so successful that private citizens volunteered to provide assistance in determining the best rate structure for the community.
