St. Robert Vickie Lynn Lane Improvements and Regional Detention/Sports Complex
For years, unregulated upstream commercial development has increased storm water runoff to the detriment of the residential area served by Vickie Lynn Lane in St. Robert, Missouri. The area was subject to frequent flooding to a point where the lowest portion of the street had been eroded away and the City was forced to block one lane for safety purposes. The City was facing a large liability and obviously under great pressure from the residents of this area to improve these circumstances.
The City of St. Robert engaged CM Archer Group, P.C. to assist in developing a scope of improvements to mitigate this situation. Complicating the matter, existing utilities under Vickie Lynn Lane made increasing the size of existing cross street culverts a very expensive venture. CM Archer developed a plan which would redirect some of the flow from the lowest area of Vickie Lynn Lane and constructing a 3-acre regional detention facility. To make this large detention facility as palatable as possible to the surrounding property owners, the facility was designed to be used as a dry weather sports field, the center of which will remain dry up to 5 year storm events.
By adequately sizing the detention and conveyance facilities to accommodate the ultimate development of upstream properties, developers will be able to maximize their sites for development without costly on-site detention. Demonstrating and communicating this value to development, CM Archer was able to assist the City in negotiations to develop an agreement with the upstream property owners whereby they contributed approximately $300,000 to the overall project cost of approximately $1.1 Million.
