St. Robert Boulevard
The total project consists of approximately 1.7 miles of Interstate 44 frontage roadway 40' back to back with right of way to accommodate future widening. The phased construction of this project has coincided with the development of the adjacent commercial/hospitality park by the City and private developers. This project has utilized several funding vehicles during its phased construction such as Tax Increment Financing, "Mini-TIF" (Partial Sales Tax Reimbursement), Lease Purchase, MODOT Project Acceleration through the State Infrastructure Bank. Archer was further instrumental in the development and formation of a Transportation Development District (TDD) to fund the remaining road extension with a dedicated sales tax. The TDD was the first in the state of Missouri to be formed by election of property owners.
From the onset of this project, Archer has worked with the City and private developers in the master planning of this development. Archer performed Traffic Impact Studies utilizing proposed users, provided by the developers, to develop a master roadway plan to accommodate ultimate development. The plan has been continually monitored and updated as development proceeds. During this process it was determined that the I-44 interchanges at each end of the frontage road would not have the capacity to accommodate the traffic needs at ultimate development. Therefore, an I-44 overpass was planned and St. Robert Boulevard was constructed with the appropriate alignment and grade to accommodate the future I-44 crossing.
Archer was responsible for all preliminary traffic studies, MODOT coordination, and preliminary and final alignment studies, and is continuing to work with the City/District with comprehensive survey, design, and construction services. The final phase of St. Robert Blvd. will be completed in September 2003, including the signalized intersection with Business Loop 44, with the total project cost of $3.4 million coming in three percent (3%) below the original Engineer's Estimate provided in 1999.
