Parker-Industrial Park Tie Circuit
The City of St. James requested that Archer Engineers assist them in preparing plans and specifications in sufficient detail necessary to obtain bids for the construction of a 34.5KV tie circuit between the Parker Substation and the Industrial Park Substation, as well as bidding and construction administration services.
Archer is in the process of preparing design engineering plans and specifications to show the general scope, extent and character of the improvements. In addition Archer will furnish instructions to bidders, contract documents and other forms and items of information necessary for seeking competitive bids.
Plans and specifications will be submitted by the Engineer to all required regulatory agencies for their approval and such alterations made as they may require. They will also be submitted to any other agency which might be involved in the financing of the project.
After the design is complete, Archer will assist the City in obtaining bids, answering questions and preparing addendums during the bid letting process. The Engineer will hold pre-bid meetings and site tours, open, review and tabulate bids and make a recommendation of an award to the City.
After the contract is awarded, Archer will hold a pre-construction meeting with the selected firm and review submittals and shop drawings, provide contract document interpretation and responses to clarifications, provide assistance to the City for equipment and material procurement, hold monthly progress meetings, review Contractor’s schedule and work progress, review monthly pay applications, observe and record construction startup and testing, review Contractor closeout documents, review final operations and maintenance manuals and draft and execute project change orders.
In addition, the engineer will conduct construction observations at least once a week for three months while construction is in progress.
Archer's surveying department will also provide one-time staking and layout of the proposed structures and alignments necessary for the Contractor to construct the improvements.
Archer will work closely with the City to bring this job to a successful completion
