Owensville West Side Industrial Sewer Facility Plan and Improvements


The Owensville Chamber of Commerce depleted their funds purchasing a 75-acre tract of land on the southwest end of town, hoping to encourage future Industrial and Commercial development.

Lacking funds to develop the property, Archer assisted the Chamber, deriving cost estimates and drafting reports which aided in the establishment of a Cooperative Agreement to promote infrastructure development.

This Agreement allowed the City of Owensville, Missouri to fund the design and partial development of the property in exchange for a 2-acre site for City infrastructure improvements, with capital recovered upon lot sales.

Archer was selected to Design the infrastructure serving the Business Park. One of the greatest design challenges was determining how to best provide sanitary sewer services to the entire tract. Site elevations would require the construction of a new lift station, and the rehabilitation of an existing lift station, both of which would pump to another aging lift station.

In addition, new residential annexation and development was occurring on the south side of the City, which also required sanitary sewer services.

Archer developed a phased construction and development plan that utilized City crews to install gravity mains, which eliminated the West-Side lift stations, accommodated new residential developments, relieved gravity surcharging in parts of the City's system, and broke the chain of continued lift station constructions to serve the expanding area.

The proposed trunk line will make gravity service available to over 1,000 acres of developing land.

Future flows were determined by comparing population equivalents calculated from existing data to industry standards for the entire City, and then also from known lift station data and flow areas. Once a population equivalent per acre was determined, a peak factor applied per the Missouri Department of Natural Resources guidelines determined peak design flows.

Archer assisted the City in performing rate analysis and cost estimates to incorporate the proposed project with a lease purchase and refinance of outstanding bonds.

Archer also provided serves to solicit and obtain easements for the proposed improvements, along with a full array of construction and topography surveying.

Archer's "TOTAL PROJECT MANAGEMENT" approach to providing client services resulted in improvements that will not only save the City thousands of dollars in the future, but will also continue to return dividends through promoting continued growth of undeveloped areas, all with minimal user rate increases.
