Newburg Water System Study


CM Archer evaluated Newburg's existing water supply facilities within the City limits; estimated future water supply requirements for domestic consumption and fire fighting; identified water supply, storage and distribution improvements necessary to meet existing and future needs; estimated the cost of needed improvements; and consideration of scheduling, financing, and implementation of the needed improvements.

The existing water distribution system was installed beginning in 1941. It has been upgraded and expanded as was required to accommodate growth and repair operations, but has seen little expansion over the past 5 decades. The existing water distribution system consists of two separate wells, two individual water storage tanks and a water transmission and distribution system. A superintendent of the water and wastewater takes care of daily operation and maintenance of the system.

Current and projected population was made on the available demographic data for the region and water usage projections was made based on water billing records showing average monthly water consumption.

Archer provided the City with proposed water system improvements in that the need for City-wide water distribution system improvements exists, and that such improvements can be made in a financially affordable and feasible manner and recommended that the city pursue SRF low interest loan, CDBG grand funds and apply for an MDNR Rural Water Grant. It was also recommended that the City consult local bond council on funding options and establishment of ballot language for an SRF required bond issue and to develop and enact the necessary ordinances to increase user charges accordingly.

Required codes and ordinances relating to water construction methods, including modification of an accounting system to separate the water and sewer system accounts need to continue to be reviewed and updated.

Upon funding approval, engineering design and survey data collection along with the necessary steps to provide an approvable Facility Plan shall be implemented and carried out in accordance with Missouri State Revolving Fund low interest loan program and CDBG requirements.
