Newburg Sanitary Sewer Improvements
Facing surcharging problems created by decreased pumping capacity over time, Archer was retained by the City of Newburg to analyze alternative solutions, assist with funding, and to prepare a Facility Plan in accordance with the Missouri Department of Natural Resources - State Revolving Fund Program, including environmental clearance letters necessary to obtain a Finding of No Significant Impact (FONSI).
Archer prepared Preliminary Engineering Reports and applications necessary to pursue Federal grants for the extension of sewers to unserviced areas within the city limits and performed rate studies and analysis required to obtain low interest loans.
Archer performed topographic surveys for the areas to be served by the sanitary sewer extension, drafted easements, and assisted the City with the acquisition process. Detailed plans and specifications for the proposed improvements include rehabilitation of the city's existing sewer lift station, rehabilitation or replacement of the existing pressure main to the wastewater treatment plant and approximately 5,700 lineal feet of 8" gravity sewer mains. Archer prepared plans and specifications showing the general scope, extent and character of the improvements and furnished instructions to bidders and administered the procurement process for multiple phases of improvements.
Plans and specifications were submitted to funding and regulatory agencies for their approval.
At the close of the project, Archer prepared Operation and Maintenance Manuals for the pump station and a State approvable Plan of Operation.
This project required a very high level of cooperation and coordination with the City of Newburg, landowners and State officials.
